The Council meets a minimum of once every four months. Should the need arise, it may meet more often upon the request of the President. The President of TOC is also the President of the Council and presides over the meetings. The meetings are presided over by one of the Vice-Presidents of TOC when the President is not present. The Secretariat of the Council is headed by the Secretary-General of TOC and his or her aides. Each self-governing and national federation of Olympic sports is represented on the Council by a member.
The duties of the Council are as follows:
- Identifying which sports and events the country can compete in for the Olympics and similar events.
- Reviewing and approving the qualifications of athletes who are to compete in the Olympics, the names and qualifications of whom are submitted by the concerned federations. This must be completed in compliance with the principles set forth in the Olympic Charter.
- Organizing delegations to compete in the Olympics and similar events.
- Choosing from nominees proposed by the Board of Directors those who are to represent TOC in the Olympics and similar events.
- Supporting Olympism, the Olympic Movement, TOC and its emblem and acting towards its continued existence and success.
- Choosing Council members from nominees elected by the federations.
- Discussing draft amendments to the bylaws and delivering opinions on issues when requested by the Board of Directors.
